Instagram never lets you open a profile picture at full size. Tapping it does nothing, and zooming just enlarges the small circle your browser already downloaded. The larger file does exist on their servers — the app simply never links to it.
Paste a profile address, or just a username, and this page returns that full-size image as a plain JPG. It is the picture without the circular crop, at the largest size Instagram holds.
Worth saying plainly: a profile picture belongs to the person in it. Saving one to see it clearly is ordinary. Reusing someone's face to set up an account pretending to be them is impersonation, and it is both against Instagram's rules and, in many places, against the law.

Questions
Can I see a private account's profile picture?
No. If the account is private, the full-size image is not publicly served and cannot be fetched.
How large is the image?
Typically 320×320 or 1080×1080 depending on what the account uploaded and when. Exact dimensions are shown before you download.
Will the person be notified?
No. Instagram sends no notification for viewing or saving a profile picture.
Do I need the full link?
No, a username on its own works. Both instagram.com/name and just the name are accepted.
